Improve Club Rules System

Refining the existing rules system to make it more flexible and customisable:

1. Allowing different rule sets to be created and assigned e.g one set of rules for a certain list of classes and different rules for others

2. Adding additional set of rules for appointment booking

3. Adding new rules as advanced notice required for new bookings, total limit of bookings per person
