Separate the anti-passback lockout from automatic check-out, and allow custom durations

Currently the anti-passback lockout and the automatic check-out are tied together, and the only duration options are whole hours (1 hour, 2 hours, etc.).

Clubs would like two things:

1. Decouple the two settings so the anti-passback lockout period (how long before a customer can re-enter the gym when the anti-passback feature is enabled) can be configured independently of the automatic check-out time.

2. Allow more granular durations — e.g. automatically checking someone out after 1 hour 30 minutes, rather than being limited to full-hour increments.
