Restrict users from from purchasing a pass/ban members

It would be useful to have the ability to mark a member as banned or restricted and automatically block them from purchasing passes or rejoining online.

Currently there is no way to prevent banned members from buying a casual pass or signing back up. This creates operational and safety issues at club level.
